Ticks and my dog

I was hoping that I might be able to receive some information on how to treat a tick infestation on my dog. We are currently living abroad in Pakistan, and my West Highland Terrier has been infested with type of tick that appears to lay huge numbers of eggs and now he is just covered with them. Being from the West, I have never experienced this type of "cluster" tick as the vet here indicated. The vet thoroughly sprayed him with Frontline, but it has been 4 days and I continue to find them on him (although less in numbers) as well as dropping off him alive. I called the vet today to ask if it was normal that the Frontline had not killed them all and he said that I could respray him again. I am concerned that given the toxicity of this product, that it may be too soon to respray him. Could I get some guidance on both the frequency that it is safe to use Frontline, and also what other type of treatment may be more efficacious in dealing with this problem.
