Jakarta Stage 2 NDV need Vet NOW!

Hi
We live in Jakarta, indonesia.
Ossy, our 5yr old mixed breed female who has not been vaccinated, has stage 2 distemper She is staggering, falling, spasming, chewing gum, nodding head, bad eyes and nasal congestion. We have her on a high protein diet, lots of vitamins incl C, drugs to deal with the symptoms as suggested by our vet. Currently being fed by syringe, both food and water though she occasionally takes water herself. She is showing tremendous fight and spirit. Vet says her heart is strong but her lungs are having congestion problems. But daily her condition is getting noticeably worse.
We would like to try the Newcastle virus vaccine treatment and have sourced it here in Jakarta. But are having difficulty in getting a vet to administer especially the second stage requiring a spinal tap to access the CNS.

Does anybody know of vet in Indonesia preferably Jakarta that has done it?

With time getting more critical can the vaccine be administered directly or does the donor dog and serum it produces have to be the only route?
